I'm not sure if there will be an OVA. I got news that its a new game for PS3 as written in Famitsu magazine.

Temcor's last article proves this, but here's another one by ANN for additional proof:

It states that there are no plans for another Gundam series at this time, which would make this an OVA. I heard there's a manga that'll go with this, but I don't have proof of that.
