In the current economic climate, the newly-elected government will have no shortage of competing priorities. But it's already committed to increasing the children's allowance to £170 per child per month, in the hope that a cash incentive will encourage more Japanese couples to have more babies.
Wonder if someone can explain this to me.

It's actually pretty common for industrialized countries to have lower, or even negative birth rates. Seems like it's a little more extreme in Japan, but either way it's probably not so much worse than other places.

Simply put that the government encouraged people to have more children by paying them money. So if you have 5 children, then your family will receive £170 x 5 per month.
In a separate thought. Why do they blame manga and anime for this crisis? They should blame genetics! It's not anime's fault that reality is shit.

While I see nothing really wrong with people who try not to face reality by going into some weird fantasy world, If someone told me that and I could tell they were 100% serious I think I would laugh uncontrollably...
As for the whole Dying Japan thing I dont think its just that but when a nation begins to worry because its men are turning into children it is a sad day in history...

I don't see what's wrong with it. I've dedicated my life to anime and manga, and fapping to hentai just like the millions of otaku men in Japan. And I'd rather just play video games all day as well then go outside or socially communicate with the outside world.

Honestly I think it's a typical article to "scare" people, as if the Japanese population would suddenly die out. These things come and go with periods, eventually the birthrate will go up.
Also this rather seems like an attempt to make people aware of the increase otaku/NEET rate in Japan, and of course try to draw them off in a negative sense for what they do.
People become otakus and NEETs because reality's cruel and often sucks hard, I say leave them be, they're already being picked on enough as it is.
