As a guy with extremely dry, sensitive and problematic skin I use skin care products on a daily basis. Currently, due to the cold, I use neutrogena norwegian formula hand cream for my hands (They're freaking cracking if I don't use it.), nivea body milk to relieve the skin after shaving (I shave my whole body, although it's not the best thing to do with such a sensitive skin, but I just can't stand hair anywhere else than on my head. If gay jokes are running through your head now, go and grow up.) and several medical creams and lotions to treat some areas with disorders, like my nose or my ears.

The quantity of bacteria on your hands increase drastically after contact with water. Of course it's important to wash off dirt and stuff, but don't think your hands are really free of foreign germs, which would define 'clean', afterwards. (This is why people who don't wash their hands after coming from the toilet aren't even such a big problem, it doesn't really make a difference if they wash their hands as long as they don't use any desinfectant soap or the like.)
