Most useless Pokemon was Magikarp until they gave it Tackle later. After that it would be Kakuna.
Pikachu was disappointing in Yellow. It didn't say much, it was weak as hell, and if you evolved it it just became a regular Raichu and wouldn't talk to you anymore. Useless.

Definitely Pikachu... Screamed really loud to do an attack, but thats all it was, a bluff. Loud screams designed to frighten the opponent.
