I wouldn't quite say that, as it's more of a situational problem than normal.
Drowning is the inhalation of water into the lungs, causing suffocation and all complications following it. If we assume that the fountain of eternal life requires a single drink to bestow a permanent effect, and that the liquid must make it into the digestive tract to take effect, then if the person is conscious and able to take a drink before inhaling, he should be able to survive. If he is unconscious, however, he would most likely drown, as swallowing a surrounding liquid does not take priority over breathing. If constant drinking is required, then the person will drown, as they will eventually run out of oxygen, black out, and suffocate when they stop drinking. If contact, or just entering the mouth is enough, then they would survive.
