I think this is more generally referring to having phone sex with a boyfriend/girlfriend. A lot of it ends up being couples who are, either temporarily or long-term, in a long distance relationship.

I used to have phone sex with my ex-girlfriend a lot, but she lived in Pennsylvania and I live in Indiana, and we 15-16, so neither of us was going to drive to meet each other any time soon.
