Generally when someone bans an IP they ban the account or delete it outright as well. As well the IP Ban Message would be something like, "Your IP address has been banned from this site." I know this because I've been IP Banned from one place in my lifetime. It was a Christan Version of MySpace and I made an account under the name Lucifer, and claimed that Satan was my God.
That sure is a cool story, bro, but just because one site does something one way, doesn't mean every other site does it that way.

From personal experience that is the only one but through past forums I've seen 20 or so do the same thing to others.
