It stems from the sweet tooth negotiations of 1743, where children were given the universal right to take candy from whoever they damn well pleased for a single day.
The negotiator for the children, Richard Herts, was quoted as saying;
"Brothers and sisters, today is a glorious day; a day of triumph; a day of freedom. From this day forth, on every October 31st, the children of the earth will go out and receive free candy, and rejoice in a day of om nom nom."
