I don't know. Individually, they're definitely not high standards, but put together, they are a little high.

Semi-cute can be done, likes anime/manga can be done, lives close to you can be done, isn't antisocial can be done, and isn't creepy as fuck can be done, but a person who is into anime/manga and is semi-cute can be hard to find. Same with liking anime/manga and not being antisocial. And again with liking anime/manga and not being creepy as fuck.
I don't mean to imply that all anime fans are the stereotypical fat loner without any sense of how to act around other people, but, well . . . that is a lot of them. Drawing from personal experience, I can think of four friends I have had. They all were into anime and manga, however, one of them was big into drugs (usually a turn-off unless the girl is also big into drugs), one was socially stunted and still hadn't kissed a girl by the age of twenty, one was perverted and could be very creepy, and the fourth, actually, looked okay and, I guess, would make a decent boyfriend. So, that's 25% of anime fans.
Wait, if you add me in, it's 20% of typical anime fans that fit your standards. While I am incredibly handsome and know how to treat a lady, I am also "complicated." That's a nice way of saying that no one wants me as their boyfriend, and I don't want to be anyone's boyfriend.
Still, you shouldn't lose hope, because my standards for a girl that I would date are much higher than yours. But it's not about how likely you are to find a partner; after all, you could live in a town full of only losers, or the place could be filled with only winners.
