As in, what do you want the reader to know, and what you as the writer think about it.
I'd always tried to get that straight first.
Though, in your case, it's "how do you want the reader or self to get aroused or amused".

A GREAT piece of advice is that you stop deleting your stuff, even if you hate it. Go back, look at what you hated, look at why did you hated it, and then see what you liked about it. Often, stories that are told are the product of several writings, and characters will be born from the ashes of your discarded stories.
It's so effective that I'm ending up with a saga or series kind of story. Check what parts are good on the discarded ones, then combine it to your story.
Also, you can get idea from real people and events(even some you really meet) then you can quickly make a character or event.
More specific to a good fantasy is dreams, if your writing about a dream, it's good instantly.
