Same thing since 2005 - make feuds with Cena, make major title fights and build stars around one or both. If Cena's on a title fight, make it top billing.

Nope, nope and nope. RAW is Vince's top priority. Which championship is in his Mondays, it usually gets top billing, and it gets top priority in every PPV unless Smackdown has a better title feud. It never lost its prestige, it just sometimes end in a bad billing because it's on Smackdown. WHC got very lengthy runs in RAW. I mean, just because it's Daniel Bryan who ended up in this brouhaha doesn't mean it's THAT bad. Kane vs Chavo at WM24 was shit and nobody gave a damn. WHC had a successful PPV run last year, anyway.
Wait... two Wrestlemanias in a row? Last year, if I'm correct, was Edge vs the Mexican JBL. It was a normal match, but had the distinction of ending up as Edge's final match. Tell me that was a prestige killer.

For WWE title, yes Jericho vs Punk is great and entertaining. But it is consistently being overshadowed by John Cena. Just check out yesterday's Raw and Wrestlemania and you'll see what I mean.
Cena with a title and Cena without a title ain't any different anymore, dude. Wrestlemania XXVIII was built AROUND Cena and Rock, so I had no pretensions about the WWE title being overshadowed because it's intended to be BELOW that card. Cena is somewhere on the level of Undertaker and HHH, his matches get top billing because he draws (even if fans refute the fact, it is). Even if it has no titles on the line. It was the same in the Hogan era, the Taker era, the Michaels era, the Austin era, the Rock era, the HHH era, and now the Cena era. Who's on top gets to be the shadowcaster, no ifs and buts.

Why single out Rock and Brock? John Cena is consistently the man in WWE with a bullseye around his back, anyone who wants a spotlight quick has to go through Cena (or Orton if they are on Smackdown). Either it's a youngster or an old name, it's the same process. Just because two consecutive old-timers went for Cena doesn't mean some other old name is next. Don't count your chickens until they're hatched.
And wait... you want Cena to be heel? The best heels are born when you least expect it. Best example is Hogan. Recent example is Daniel Bryan. I doubt any sane promoter would make his top star a heel because the people asked him for it.
