Corrections I don't think downloading/watching PORN in Ukraine is really an issue. However just like with any other country "child porn" is not allowed. Otherwise living there I would not see bunch of DVD's being sold everywhere :D.
And same goes for Russia, you have to understand that this country's make porn them self, but if it is child porn then you are bound to pay the price. Not to mention you will be raped, beated and abused day after day if you where convicted as pedophile and put into either Ukrainian/Russian jails :D
Here is what Wikipedia wrote on the issue about Ukraine:

Pornography was outlawed in Ukraine in 2009, when Victor Yushchenko, then president, signed the new legislation.[32] The new law has been approved overwhelmingly by the Verkhovna Rada (the Ukrainian parliament), it was signed by the president in July 2009.[33] The possession, distribution, sale and manufacture of pornographic materials are illegal. Pornography is defined by the law as "vulgar, candid, cynical, obscene depiction of sexual acts, pursuing no other goal, the explicit demonstration of genitals, unethical elements of the sexual act, sexual perversions, realistic sketches that do not meet moral criteria and offend honor and dignity of the human by inciting low instincts. ”[34] Pornography for 'medical purpose', however, remains legal.
As of 30 June 2009, distribution and possession of pornography in Ukraine will result in a fine or a three year jail sentence. Porn that is only for medical purposes is allowed
Took Russia off the list: it's only production that's problematic, there's nothing to indicate possession is prosecuted.
