I wouldn't call marriage a religious institution. It is nothing more or less than a civil union. Many countries, especially the United States, has been trying to get away from the whole religious underscore of marriage, by even legally defining it as a civil union. Implying that it doesn't have anything to do with any religious beliefs.
Marriage: the social institution under which a man and woman establish their decision to live as husband and wife by legal commitments, religious ceremonies, etc.
Marriage at it core is a religious institution while civil unions are not. While the two do the essentially the same job they are not interchangeable. Since marriage is a religious practice the government has no say in it. Which also sets the groundwork for the government not recognizing any marriage legally or even offering "advantages" to married couples when compared to single people.
I'm going to agree with Gibbous's statement on Page 8. In a nutshell, state sanctioned marriage should be abolished.
