I think hentai is definitely closer to being a form of sex material then a form of arm material. Well, in my opinion anyway. When I look at hentai it's usually for masturbation or something along the lines. I find other things for art.
Then again, when I see hentai with huge censors.. then it's art. I mean, if I can't masturbate to hentai full of censors it's only good for looking at and observing.

To me its both art and sexual material. I don't really admire the artistic side as much as I do the sexual side, but my opinion still stands.
