I kind of have to agree with this, but at the same time, if someone said that killing another person is one of the most satisfying things in life, I'd have to agree with that, too.
People like power. If a person lacks power, or lacked it at some point in the past, that person may want to feel powerful. The feeling of power is usually gained by hurting others. When you hurt someone (physically or emotionally), you're above them. You have power over them. This is why a lot of people that are bullied in school become bullies themselves later on, though it seems that often only happens in the internet.

everyone gets their jollies by jerking the chains of those misfortunate enough to be around them.
Hmm...I guess, might be, that the question needs some perspective. It seems I left it open-ended enough to include the spectrum of defilement.
Let's give it three situations, then.
A: Walking through the woods, you encounter a man about to rape a woman. Do you stop him? Watch? Join in? Leave, pretending you saw and heard nothing?
B: It's Christmas morn, and your nephew/niece is falling over themselves, rushing towards the tree and the gifts, while yelling "I wonder what Santa got me?!" Would you yell after them, "There is no Santa! It's your parents!"?
C: While walking through the nearby low-level dungeon, you encounter a large painting depicting a work of pure, platonic beauty. Be it a little girl clad in white, or a field of snow, or a meadow, or anything that strikes you as particularly "Beautiful". In front of it stands a vandal, armed with a knife and spraypaint. Same questions as A.
