Neither of you are quite right. It appears only when a unit's loyalty is low enough to turn red and the cost is dependent on what turn it is. It begins at 500 and increases 500 every 20 turns plus another 500 (1,000 total) for turn 80+.

I finally did a decent run in the Kunagi route....
Turn 80
- The freaking Hell Hole is loose
- Currently fighting against Holy Flame
- The freaking Mecha Tentacle Rape God has come to a stop
- HF has conquered 4 regions - 1 Got Yokohama back
my question is...
can I conquer HF whole?
for my senna run what is so special about the Skull Serpents?

Yes, you can conquer Holy Flame by going all the way to the top left corner of the map. You better do it quick too, since if you take too long, the HF will power the Rape God(tm) again and hand you a Game Over since it's just at your doorstep...
About the Kyushu factions... of course you already know about the Holy Flame's "1 turn conquer any land towards Tou" mechanic. On Senna's route where the Skull Serpents win out, they get this huge flying battleship that lets them attack on -any- of your territories regardless of who's in it. God help you if the enemy decides to strike a not-so-populated area, so you could probably spread your unique units evenly across your back areas.
Or you can just bumrush the top left corner of the map and defeat the Skull Serpents.
That reminds me, getting all Student Council Buttons is one of the prerequisites for getting Kunagi and Senna's True Endings.

Let's see. Unlike the holy flame, I think most of their units are White aligned and are long range. You can actually capture two of their units that are semi-special in that they have special portraits, but no character clears. One is medium ranged and has really good EVA while the other is a long range beast with a crapload of stamina and good attack.

Because I used Burai the first time. Sparn to clear Kuga. MOO! as in the Great Emperor.
Kakurai Jun and Nikaido Mitsuhiro are from the Sensouji during the district chapter. Gamon is from the NPI. These semi-generics are cheap and have good law stats, so might as well keep them.
I'm on like turn 85 right now and haven't used a Hawaiian vacation once. I just built a lounge in Toukyou and cycled characters in it. I kept doing that until turn 41, which I then proceeded to get the Hot Spring. The secret to managing your characters is to make sure the generics you recruited during the School chapter are raised to Trust status (this can be done by talking to them once, best done during the School chapter), so you don't have to worry about their loyalty at all.

yea but the problem is that you only get like 5-6 generics in the school chapter and then the people u can recruit in the district character from seijou can only be powered up to friend and not trust

Well, thats 6 less people you have to cycle isn't it? And 6 is the size of one full territory/lounge, a significant difference.
