Well cod4 has no thermal scopes that I know of. Plus it isn't that annoying. That's why they gave us cold blooded.

Avoiding snipers is to avoid those sightlines. Take cover and run flank routes. Way too many snipers I know hardscope like there is no tomorrow. Plus its good not to run into wide open areas or long narrow corridors where you have no place to hide.
Juggernaut wasn't used to avoid snipers but to take the initial blow of any weapon (specially snipers). Even then an M40A3 with acog had the ability to take out juggernaut at the neck or head with stopping power. If you got a hit marker with it then pulling out a deagle or any sidearm would have done the trick.
I say make use of what is available under the circumstances you are in (thermals in underpass and wasteland)
About noobtubes and the perks that blow this problem out of the water
I don't mind noobtubes in general. It's the fact that some folks use perks like one man army or scavenger and just tube all day. At least in cod4 you were stuck with only 2 tubes to my knowledge. Sure tubes are great for clearing the occasional camping spots if they refuse to move out from it. But to only use tubes for an entire game is annoying as shit. You add danger close to that and you might as well be launching c4 out of your tubes.

Personally I don't see the big deal. I use a heartbeat sensor on my stealth/sniperish class. Only the people who get snuck up while camping manage to have the nerve to bitch about heartbeat sensors. At the same time though, it is kind of annoying because then everyone just switches to a Ninja class, but that takes away from other good third-tier perks.

I never got the jest of why the heartbeat sensor is annoying. People end up looking at that screen for way too long and getting killed for it too.
Ninja is an absolute counter for HB sensors unlike coldblooded. I can still see you running across the map even with thermal on. Also its a universal perk since it works well in any gametype
Steady aim is for those akimbo users personally. Smaller reticule size helps them tremendously. Also for trick shot users like me who do it for shits and giggles. Sit rep is situational as well. If you know the opposing team whores out claymores then sitrep is useful. Commando...I really don't have to get into that one. I have no words to describe last stand but hate hate hate.
However these perks trade off something and that is your footsteps.

Psssh, then for sure I don't believe you've ever played PC at all. I have a lot of servers faved and they allow everything in the game. I fav these specific servers because they are core games. Hard to find core games since most servers do HC, but I fav all the core ones that run good maps. Like I said, there are a lot of servers that allow everything, including the HC servers.

Anyone of you heard about AlterIWnet? if yes, I do know it's for pirates but the ability to kick cheaters, aimbots and wallhacks is cool enough to be noted. Too bad as of now, it only has more than 2000 players mostly on garena.
Oh, and btw, I really hope Infinity Ward would include Shadow Company in multiplayer for their 3rd map pack

Really? I couldn't stand juggernaut in CoD4 and CoD5. I would much rather have the thermals and pain killers. Thermals don't give that much of an advantage and the only way to get painkiller is to keep dying (in other words you run into it less often), even then it only lasts 10 seconds. The only way you'll usually run into painkillers is if your spawn camping.
Although, I am a sniper so that may have something to do with my hatred of juggernaut.

R700 and Barret were also reliable due to their 1.5 damage multipliers on head, chest, and abdomen. Dragunov only for chest and head. M21 head only. M40 head and chest only; the abdomen is only 1.1 multiplier.
