Depends. My €800,- laptop for school can run Skyrim on medium/high settings with a range of 28-60fps, excluding some minor exceptions during really intense dragon fights and the like. But for me it never goes below 20fps and usually remains within the 35-60 fps during normal travelling/cities/dungeons/fights.
If you're feeling confident when comparing your system with the recommended specs, I'd say give it a go. If your laptop is anywhere near decent, it'll probably run on medium. Below are my specs for clarification.
