Well in terms of power Saber Arturia's noble Phantasm and Saber Red fall under different categories Red is anti-person(I believe) while Arturia's is anti-army so there is a vast difference in their individual target ranges but now im off to further look in to Saber Red's stats

_Speaking of which, that's a detail I always found to be silly. I get what it means, but this is a war between people, not countries, and even if it was it's not like you have to fight the whole country/army, just the magus in charge. So, what's the point? Either way you're targeting a single person, right?
And I've no idea what that charm is for. Maybe it's brought up in her E Rank story or something. It certainly alludes to her past...kinda. It's not Formal Wear, and it never affected the plot for me, so I have no idea. Probably just something to make Caster-lovers feel cozy.
Oh! And I just read up on the latin that was used to detail Saber's epic blade:

The engraving reads "regnum caelorum et gehenna". As it turns out, it's supposedly supposed to read (for proper Latin) "REGNUM CAELORUM ET GEHENNA
E". A link brought me to "Gehenna" on the Wiktionary, and I looked up what it meant with a few searches. Turns out "gehenna" is hell. Or a hell. It's hell literally but not figuratively. "caelorum" seems to mean "Heaven", but just as gehenna, the words might mean different things than one would initially interpret.
Basically the translation goes like this: "
Kingdom(regnum) Heaven(caelorum) and(et) Hell(gehenna)"
Now, as it turns out "gehenna" (and likewise possibly "caelorum") does mean exactly that, but the original version of gehenna meant what "Hades" meant in Greek: "imperceptible". Now, whether it's because of the influence of religion, a change in perception over time, or because it was linked to Hades, the Greek underworld, it's become known as hell literally.
In conclusion, the engraving on Saber's fiery blade makes no sense but sounds badass. All I can imagine is that it somewhat ties to her character because of her inherited love of Greek things and...well...what her true identity is known for, even above the
mass slaughter of Christians and being in love with her poetry.
_You can speculate that Nasu wrote that engraving for those reasons and that it ties into her personality and change from what she once was (or what she was based off of) to what she is. In that way it's poetic.
You could also say he was looking for something Latin that sounded cool and found it. Take your pick. I'll go with the former since Saber Extra Red is very well written with only one speed bump for me on the smooth ride that is a playthrough with her.
