Yes, I do know what he means. It does have the words KiraKira in it and the same basic premise, but there are no original characters and it is not going to follow any of the plot of the previous except for "Up and coming teen J-band". That's puts it in the spin-off category in my opinion.
I seriously don't understand how people are confusing my posts as saying "There is no sequel, you guys are wrong". I clearly said in the beginning as you pointed out "There is no direct sequel". I even took the time to define it.

I think that's why Wiki is classifying Curtain Call as a spin-off and not a sequel. It's the same premise, but has little to no correlation to the original.

I will call it a sequel in the sense that it has the same art work and is made by the same company, but that's it.
