Basically saying we'll be able to stream games from the ps3 to the ps4.. Just like the vita.
Not from PS3 to PS4 but from a set of computers running emulation software that the PS4 and PSV connects too. The idea is really amazing to me, having the machine on hand only handle command inputs and display, but I hate the fact that it needs a dedicated connection, since Comcast seems to drop it's connection randomly, and AT&T connection is based on how many people are connected in your area, causing net to get heavy after kids get out of school. (60+ dollars a month for unreliable net, but it's this or nothing.)
I have little faith in Sony to really push themselves into emulation software. You hear them mentioning how hard it is. The 2 latest models were supposed to have
emulation software made for them after all... but it's still in production. That would put "expensive and hard to make" emulation software for 3 consoles, compatible with 3 types of games for the servers and 2 types for PS3, in the works. ultimately they say "someday" which really means they are not working on it as of the date of the article, that or trolling us into a false sense of low expectations, but I would guess the former.
I really don't think Sony is interested in giving consumers a way to use their old games without paying more. The second article mentions the "re-purchase of PS1 games from PSN". Most likely, you'll have to wait longer than the release of the PS3 version, then purchase from PSN, if your waiting for a PS4 re-release in that case. I would guess, that SMT crew are not working with the ones working in Gaika, if Gaika does come out at the same time, it'll take some time before they are imported, I would also expect them to work up to PS3 titles rather than flat out start with, since they intend to still support the PS3 for awhile, but there's a bigger inventory of PS2 titles to pull back up.
Long story short, I don't think you should hold your breath, better to rely on what has been confirmed rather than speculate, since that can go everywhere and nowhere.
