I was playing Smash Bros. with some friends and we did a random battle. My friend got Ganondorf and he came in last place. He then said, "That doesn't count because Ganondorf is bottom tier." I was like "what the crap are you talking about" and he went super nerd on me to explain this tier business.
Sounds like another excuse for sucking. Except Carl from Blazblue, he's just hard to use but that's no reason to discount a win.
I don't know exactly what games you were playing (FFA or 1v1), but he really shouldn't have said anything. Though in your friend's defense, Gannondorf does really suck. Really, really suck.
As for tiers, well, tiers vary by game. In some games, the bottom tier characters are tourny-viable (rather than saying they play well against the top tier). And in other games, using bottom tier is like committing suicide.

As everyone else is saying, Tiers are pretty important, but where the character actually places isn't what's important. It's the MATCH UPS that character has against other certain characters.
Also, a character's options (though I suppose this can fall under match-ups). The more options a character has for any situation, the better they are.

Ugh, it pisses me off when he uses Marth and stands there with his counter thing going the entire battle.
