who's the strongest hero in DOTA?(1v1,lvl25,no items)

None since DOTA was made for heroes to counter act each other. ie meepo vs earth shaker. But if i were to choose my pick would be Invoker.His skills disable, hurt and supports, he can be a one man army in the hands of a pro. I was able to beat an infi stun troll warlord with it and a god items traxex.

nobody choose intel heroes here? okay, in my opinion, the heroes that own at 1 on 1 without item is :

1.lion (stun,hex,absorb mana,ulti,stun)
2.artropos(atk, brain sap, nightmare, ulti,brain sap)
3.necro'lic (raise revenant, and grave chill)
4.necrolyte (atk,heal,atk,heal,ulti)
5.chen (if he can get 3x centaur,it mean 12 sec stun,and penitence will double the damage from stun and test of faith )
6.invoker(need to ask?)
7.techies (right time,right place,he can beat anyone)

and the last and the most powerful

8.Ursa Warrior

overpower,ulti, and if the opponent is attacked more than 10 times, he's finished

1 Versus 1?

Phantom Lancer.

without item,lancer is weak

*no item,lvl 25*

those are mostly carry heroes and carry heroes need items to pwn...well most them anyway =/

ursa can still beat anyone without item if it near him,have no stun abilities,and don't have windwalk.

ya 1v1, having invi is an advantage

however,without item,rikimaru is a piece of cake.

Here are some Str heroes that own 1 v 1...

1.) abadon - got doom, I got borrowed time...
2.) Tidehunter - Gush, atack, ravage, attack, gush chase...
3.) Dragon knight - having a pasive 4 hp regenration + slow attack helps... a lot..
4.) rexxar - Neer underestimate the boar... that dammed boar's slow kills...
5.) lycan - you should know by now... but Dog harassment FTW!

ok,I post some agi heroes that own 1v1(most agi heroes are weak in iv1 battle without items T.T)
1.meepo,4 heroes and powerful spells
2.ursa,high hp and attack when near u,however slow heroes can beat him easily
3.riki&blood,invi all the time= =
4.maybe void?if u has good fortune^^
5.razor,he can steal atk from u and his ult is imba in 1v1 battle.

AWW.... forget this damn one...

the only imba there is his 2nd skill. :)
