It maybe publicized after his first failure, but if Okabe immediately time traveled back to save Kurisu, the killing would never happened completing the "circle" of past events.
And apparently Dr. Nakabachi's defection and time machine papers were more important than someone getting killed, since it cause WW3. Who knows, maybe the police were in the middle of an investigation but halted due to WW3.
And Honestly Do you think that Okabe will stop from his obssesion to save Kurisu just because he was being chased by police?

However, upon watching episode 23, I highly recommend watching episode 1 straight afterwards. This will allow you to comprehend the first episode a whole lot more, and why this anime is so great.
Spoiler for own personally theories that involve plot scenarios
[font=verdana][color=green]Now, one thing that I think should be stressed is that, whenever Okabe sends a D-mail or uses the Time-loop machine, a new world line is formed. This does not mean that the event never occurred; all it means is that, in another world line, the event that they were trying to avoid did still happen, but it doesn't happen to the Okabe that we are following. For example, with the time-loop machine, when he was trying to save Mayuri, for every time he failed to save her and went back in time, his memories would go back in time to another Okabe, but the one we were following up until that point will still exist and Mayuri will still be dead.
However, the Makise Kurisu aspect is different from the other events that occurred throughout the series. For example, Luka really did change gender. Akiba really did become less moe etc. The reason why this event is different is because of the fact that the Okabe from 15 years in the future has told the Okabe, whose memories we are following, to fool his past self into believing that Makise Kurisu is dead. Without this event being here, no D-mail will ever be sent, and thus, no time-traveling will ever exist; therefore no story. Now, I've never played the VN before, but I personally believe that, at the very beginning of the series, that our Okabe was already fooled to begin with. Why? Because he has been told to fool his past self; thus it would be accurate to say that he had been fooled himself.
The term "This is the choice of Steins;Gate" plays a lot more into the story than merely an Okabe catchphrase. This whole scenario of time-traveling these three weeks didn't happen because Okabe wanted it to happen. It happened because Okabe was meant to go through all of this. Many Okabe's before him have gone through this, and so must he and many others behind him.
