Going by that, it could mean that Geass is a power not just "Of the King", but "Of the Gods" (Geass of the King +1)
Or it could mean that it's a power to be used against Gods.
Though I'm not sure that we should delve too deeply into Norse mythos for the plot, because most of the "Hero", named Mecha are named after bits of Arthurian legend.

So, if by some chance it IS Ragnares, then that could again be interpreted as Geass being a power Of or Against the Gods.
Or, I may just be overthinking things again.
