From what I can see, your servant is more or less the stay behind the scenes caster type. I would say that the Parameters should be changed a bit. Mana can go up to B+ in my opinion. Those '+' multipliers are very vague but generally speaking, higher Rank is better because those multipliers only work in certain situations. Agility shouldn't need multipliers as he doesn't fight himself. Luck is a vague Parameter. It like divine will. Was he protected from a lot of disasters or bad fate in his life? If he was, his Luck would most like be more or less C or B. Multipliers are not needed here. Unless you have a skill that does something to your Luck like divinity, then it wouldn't have a multiplier. Luck works in an odd way.

I think you should specify with Item Creation. Item Creation is a skill that allows creation of powerful magic artifacts. This skill might be tied to the Caster class but not all Casters have this skill. One example is Kitsune Caster from Fate/EXTRA.
Territory Creation is fine, as your Servant is the Leader of the Revolution of Philippines, right?
Charisma is fine but I think Rank B is more than enough. Rank B is enough to lead a country. Rank A is more like a curse rather than actual Charisma. For mortals, Ranks B is like the highest you can achieve in a lifetime.
Noble Phantasm:
Ideal Curse - A curse in which traps anyone that is in the territory and "fulfill" their desires. Although it says fulfill, it's actually an illusion that satisfies anyone's regrets or desires. As long as the user knows who it is that is inside, he can project said illusion to demoralize and drain their prana.
Fated Pen - An item that lets a civilian be a heroic spirit by drawing out a willing soul. Aside from the default capability of casters summoning other heroes and hordes of monsters, this item has a time limit as anyone who becomes a heroic spirit by the said item will perish the moment the supplied prana is cut. The spirit vanishes on the spot and it cannot return to the body. Simply said, this items practically writes any willing soul into an heroic spirit status but it cannot be used to more than 2 souls as it drains way too much prana keeping more. Also, depending on one's will, he/she can be as strong as a saber class or as weak as a caster class. Although they're turned into heroic spirits, the battle experience can never be compared to the ones that has their own legend.
