I disagree. You're taking the "Homura hears Madoka" event way too literally. I think it's symbolic of Homura maintaining hope by remembering what Madoka stood for. Also, witches no longer exist, so we cannot say for sure that Homura's 2nd wings were representative of despair. In fact, it would be weird for Homura to die after the OP lyric "I'll never lose heart again" and Madoka's "Do your best". Even odder for her to still have those wings (if they indeed represent despair) after hearing/remembering Madoka's voice. Not to mention that instead of fighting witches who have crazy motifs and color schemes, the laser-shooting demons in the new universe are just a flat white.
It is only a theory if Homura was going to die at that point or just another one of her powers. Either one is a possibility since it is open ended.
It is as I said, "All things in blue should be taken with a grain of salt since they are speculations and not based off solid evidence." I have no solid proof for my speculations, but you don't either. It's pretty much up to all of us how we want to interpret the ending. Personally I think it's impossible for her to hear Madoka's voice under normal circumstances and that's the main reasoning behind my interpretation. If you want to think of it as remembering her voice, that's also OK.
