It would've made zero sense to have him struggle against 20'ish fodder samurais.

I'd say that they're basically the ANBU of the Iron Land, elite as hell, except when they meet characters with plot relevance, then they suck.

For all we know, there are four or five samurai out there who could have a decent fight with Sasuke. Just because a few of them got trashed, that doesn't mean that the entire country's fighting capabilities suck.
