Lol... have you never watched american television? That's almost exactly what happens. A new season starts in sep-oct and goes for 6-8 episodes, then takes a break. It comes back jan-feb doing the same again, then does the last few episodes starting april-may. All told, it takes nearly nine months to show 20-22 episodes and there are almost no new episodes during the summer months... that's the time for new series and tv movies.
There is no reason whatsoever why an anime series based off weekly comics couldn't just alternate seasons. For example Bleach and Naruto could share the same timeslot, one getting Jan-March and July-Sep, the other getting April-Jun and Oct-Dec. The only reason this doesn't happen is people people are willing to watch crap and it still makes money.
As for the original question, filler isn't entirely bad, but it's usually pointless. Bones has done a really good job with filler in their manga conversions, so I don't mind that at all if for example a hero stops in 5 towns on his journey rather than one two. I'd really prefer to watch two 26 episode series than 51 episodes of a single series, and I really doubt that the manpower required to do the former is much greater than the latter.
