Reading over the full plan, I'll comment.
(Ugh, this feels like beta testing...)

What should also go there is FAKKU’s mission statement and philosophy because I sincerely believe that the site’s ideals and philosophy should be outlined for others to know
While this IS a good idea, I would like to suggest this: A lot of people attention spans on the internet can be measured in micrometers. If you want people to pay attention, you need either a unavoidable one-time nagscreen, or an eyecatcher. Maybe if the image in /about redirected to a text file of the philosophies?

FAKKU is and aims to be a more friendly and active community with users who share and contribute opinions and material. Offensive stuff will not be tolerated, and please DO NOT bite off noobs’ heads. A site/forum exists because of new members. Vice versa, please DO NOT piss off the regular members with inappropriate online behavior or with a disregard for the rules either.
While perfectly all right as a sentiment, I think that "Offensive stuff" is unclear. I think that the whole end of the paragraph can be cut, or replaced with an clarification of what exactly "Offensive" is anyway.

I will say that this Rules/FAQs page should go under the FAKKU category itself as its own subforum like Front Page News, Feedback/Suggestions, and Motemote. Ideally it would go right under Front Page News and above Feedback/Suggestions section.
YES. However, no more then four stickies in the subforum, and each sticky no longer then four paragraphs. No noob will read a wall o' text.

Racist, anti-Semite, and sexist comments will not be tolerated.
I request this line be replaced with a bolded "Keep a lid on any bigotry.", for no particular reason.

Responding in an aggressive and/or offensive manner is general bad behavior. Please keep heated messages “flames” to a minimum.
It is unavoidable that the forums will have drama, which is in rather short supply in our current community. How lenient do we want to be to it?

Don't post just to get your post count up. Your posts will be deleted. This means don't reply to every single thread on a given board, so don’t spam.
Second part of that rule is not needed, I thinks. A terse "Don't post just to get your post count up. Your posts will be deleted." sounds better, I thinks.

Spoilers are bad. Don't post them un-marked – post them in spoiler tags.
Some people might not notice the spoiler button or not know the code. Maybe it should be mentioned?

No posting doujinshi pages. Compile those in a thread in the User Upload section.
Sometimes full doujini pages are unavailable. I feel this rule should be limited to the Images section.

When creating a thread/poll, request, or a thread on uploaded material, ALWAYS make sure that a previous thread on whatever topic you want to create does not already exist by using the
search bar function on the main forum page
Emphasize Search Bar. People will still ignore it, but an eyecatcher might decrease the number.

Before making a request, please SEARCH the Requests and User Uploads sections. Some User Uploads subsections have their own master list of uploads located as a sticky, so search there as well.
Repeat rule, or clever emphasis?

[Just wondering, are there other things that users can’t request? A more definitive list is better to have.]
You know, the usual. Child Porn, Horse porn, Bomb schematics.

[I have no clue since I use IE, and it works for me. For others, I can’t say.]
Random error. Bottom line: If you logged in at the forums, make sure the first page you visit is a forum page. Sometimes, logging in at the forums and then later viewing the front page logs you out. I think it's either been fixed or is much less common now.

- The Requests section and the User Uploads section and subsections have their own stickies. It is possible for those stickies to be further revised to make them more coherent, neater, and helpful. For some uploads, there are stickies that describe how to properly upload material in a thread, i.e. Manga and Doujin subsection, but perhaps maybe a standard sticky should be created for all uploads to follow with some variation? This would be posted as a sticky in User Uploads section itself.
I'm not sure I understand the question. Are you asking wheather or not we should establish an overall sticky for UP? If that's it, I think that is, or should be, in someone's works. If it's not, I'm sure it wouldn't be too hard to make a sticky consisting of:
General Guidelines
Upload Sites
Rules and Netiquette
Etc
for the uploads section.

Quoting the FAQ, “I can’t play this game/ I can’t play this video/ how do I join these files?” from above, I think there are posts and stickies that answer the following questions, e.g. Regional Settings, codec packs and media players, Daemon Tools, Hjsplit and WinRAR, etc. While I am aware of a sticky that explains the use of Daemon Tools in the Games and CG sets subsection, other things go unstickied or hidden amongst the many posts. So something like this would help:
Video subsection: a sticky on video playback including CCCP, K-Lite Megacodecs, Media Player Classic, Real Player, Video Lan Codecs player, etc. Currently, a sticky is being compiled of all Video torrents by user ng4g3d, which will be a good master list of the video uploads.
Games/Flash Games subsections: a sticky on how to join files by using Hjsplit, WinRAR, and related software. Another sticky regarding Regional Settings in playing games of any sort.
I think this sort of information should go into the General UP sticky, so as to serve as a "One-Stop" information center.
Phew. My wrist aches.
