We have lots of ISPs here, but mostly go for monthly package with daily cap less than 2GB. My ISP has Quota package of 50GB but that's per month, not daily. And yes, mostly use content web blockers to block porn and H sites. That's why dear brother still using our current ISP, since it doesn't use web blockers.
Dunno about monoply thingie. Even if there're ISP which offers magnificent daily cap and connection, our country has no appropriate facility to support such thing... *looking at South Korea's magnificent internet facility*

Hmm.. I think it must have something to do with the demand for these services. The more the demand for their services and products, the more likely they will introduce better and more variety of choices for the consumers. Since people here are avid users of cellphone, especially testing and calling, they maybe able to construct better facilities and in return, better services. The catch here is that those companies are owned by the same capitalist people. *shrugs*
I have no idea of the economic standards in your country, but I think it has something to do with it.
