That's the first time I've ever heard of something like that about german. Are you talking about a certain dialect? For example, viennese german is spoken mostly frowdy with a kind of 'disgusted' tone of voice - but I think high german (Or standard german.) is actually a quite beautiful language, which, except if it's intended, doesn't sound 'angry' at all. And what I know about the more common bavarian german doesn't really seem to sound angry, too. For example, italian and especially turkish sound extremely angry to me, although I have absolutely no knowledge about them, these languages seem to be spoken with a very rough tone, which is kind of frightening - and I can't really see anything like that in high german. Then again, what I know about swiss german is the exact opposite - this dialect, at least to me, seems to consist only out of cracking the voice, which makes the people sound like they're in a good mood all the time.
