No, that isn't what they think. They have been conditioned to feel that the word "nigger" is offensive and they react as such.
The reason this belief isn't challenged is because of all that which you mentioned.
You make it sound as if black parents sit down their children and say, "The word nigger is bad. It represents the white man's hatred for us."
It's not that every black child is conditioned to feel that the word is bad. It's that the word has a long history attached to it, and that history is very easy to learn.
Also, as with most prejudice terms, people learn that they are bad by witnessing their use. A child gets called a nigger by a scowling white person, and they feel that the word is negative. Later, they may learn about the history of their culture's plight and see that the word has been used for a long time. They may put two and two together and get that the white person used that specific term to cause harm.
The bite that comes from the word nigger isn't going to go away anytime soon. Even if it did, racists would come up with another word, and that word would be tied to hatred.
The term "cracker" isn't tied to hatred anywhere near as strongly as the term "nigger." That's why "cracker" doesn't hurt as much as "nigger." It is often said jokingly by people of all colors. I have heard a lot of white people even laugh when called a cracker or talk about how it's not hurtful to them in the least.
Nobody should use prejudice terms, but some prejudice terms are more powerful than others. If I started calling people from Canada "kloops," that would be racist, but who would be offended by that? In ten years, if the word took off, and it became very common, and said with a lot of hate, then it would be powerful. But unless people take it seriously, it's just a stupid action. That's what "cracker" is - it's something stupid to do (if it is used as an actual racist term).
In short, why is cracker more acceptable than nigger? Because people make it more appropriate. If someone thinks cracker is very offensive, that person should start a campaign to let people know that it is hurtful. It's not about majority or minority - it's about how people react to it.
