That's something I'm not sure I'll ever truly understand, since I'm white. but I believe it's meant to lessen the power of the word. By making the word their own, they lessen the power it has when said by another group. I'm not sure if that actually works though, since it seems to strengthen the power of the word when said by non-blacks, but I've heard that's the theory.
I don't want to sound like Bill Cosby here, but a lot of blacks that use the word "nigga" don't give a damn about the history of the word or what people in the past had to go through when it was a common term. The rap culture especially seems to be filled with people that only care about themselves; such people only want to feel good about themselves and will be upset if called a "nigger" because it is a sign of disrespect, not so much because of the history of the word. Such people may also try to blow their feelings out of proportion to gain sympathy and attention. That's the way I see it, but I'm not an expert on the subject.
