I have only two choices if I want to play this: get the mildly censored version that's in a language I can understand, or have the moonspeak version imported so I can enjoy a bit of extra skin. You're proposing boycotting the game over a minor reduction in sexual imagery. It's "not that big of a deal" because of how petty this is. This is simply a matter of degree. It's hardly as egregious as changing the writing or plot to be less offensive to some whiny bitches (see Ken Levine changing Bioshock Infinite's depiction of religiosity for more info). I think it's bullshit, too, but considering the circumstances, I can tolerate such a minor transgression if it means I get to play one of the few games worth having for the 3DS. If you have a principle that demands not supporting any type of censorship ever (even indirectly, as is the case here), then I can understand, but I feel bad for you, son, cause I have 99 problems, but covered cleavage ain't one.

The main characters were minors in addition to the chicks having various stripper outfits. Not only were they covered up, but all the characters have been made into adults. Since Square Enix is the one imposing the censorship, or self-censoring, they might have seen a risk in releasing the game in it's jap-friendly state in the western market. I can't speak for Europe, but American culture is rather prudish, so Square probably decided on a different approach to the market as a result of these cultural disparities. How are you so sure the ESRB would still give it a T rating? Here's one of the things they say about the game:
During the course of the game, the dialogue contains references to suggestive material (e.g., “I would be happily obliged to make space in my own bed for you,” “At this rate I shall be compelled to clasp you to my breast, and plant a kiss upon your lips”).
One of the sources I looked at claimed Square removed some sex jokes, too. I know, "suggestive material," boo fucking hoo, but an M rating would potentially have a significant impact on sales. Maybe Square is playing it safe. Perhaps they know something you don't. Just keep in mind that all Square really gives a fuck about is sales. Remember that the characters were originally minors. They likely wanted to avoid being seen as sexualizing teenagers. Maybe you don't consider them legitimate, but these are the best reasons I can think of to explain the cock blocking.

The "think of the children" mentality is actually one of the reasons the ESRB exists.
