I wouldn't be surprised if they do both. I know that eventually they will offer games through the PSN store. There is no real reason not to use the 'Playstation Store' to distribute PS2 games. The PS3 can play PS1 games and they offer PS1 games for purchase on the store. If they can emulate the Emoition Engine through the Cell processor they will definitely be adding PS2 titles to PSN.
Progress is rather slow with PSN etc but do we really have any right to complain? I mean it is a free service. Live has the better online experience because you have to pay for it. If it wasn't better then the free service then there would be real need for concern on Microsoft's side. I never used my Live account when I had a 360 but are you even able to purchase things on Live if you don't pay for the online game play feature?
