If I were to choose between the two in a war I'd get Arturia. To be truly honest she has more battle potential imo, i doubt i need to explain why.
If it were to choose between the two when im stuck in an island with no hope of getting out, I'd choose Nero for self-preservation reasons. I doubt an island will have enough stocks of food to feed that king...
Haha~ Nice reasons! Arturia does have a lot of potential and she is very well written. Plus, being a King Arthur derivative, she has similar religious views I can dig. I like characters like her.
However, I have to go with Saber Extra Red because of the dynamics to her character. There's other stuff too, like:

If we want to talk of Nero vs Arturia then Nero is technically better in all areas for various reasons considering a max stat Nero on Extra has S ranks across the board whereas even with a good master Arturia doesn't come close so it would be forced into a battle of NP's Nero's is an anti-person possibly an anti-army type whereas Arturia possess an anti-fortress type.
Outside of combat Nero has the better personality and body on top of being less of a glutton.
Thus my statement still stand Nero > Arturia.
But NPs and hidden battle potential aside, I just prefer how Saber Extra Red is written.
Way I see it:
Saber Arturia wanted to be the king her people deserved, a ruler worthy of the crown and power given to her, and in the process locked up a lot of her humanity to be a just king. Not that she was evil. She was amazing. She was just such an amazingly selfless individual that she even went after the Holy Grail just on the hope she could change things so that a possibly better king could take the crown. In the end if she had the person she was in history would be erased and she would probably grow up as just some justice-loving girl and not into the king she was. It's effectively a round-about suicide!
But she was willing to do it because she wanted desperately to change things for the better. Not for herself, but for her people.
Saber Extra Red was manipulated since youth and though she tried to be a good ruler, the usual politics of Rome (family members poisoning you, officials trying to oust you for any reason, people wanting you dead just because you're Ceasar, etc.) took its tole on her. It's obvious that growing up under a mother like hers gave her a severe complex about wanting to be accepted and needing to prove herself constantly. She developed a dichotomy where she was cocky and conceited, but also desperate for affection and praise. Between the secret poisoning from her mother and all that silver she went fucking insane. She killed her mother in public and drove her own Merlin-equivalent (guy who helps guide her and cares about her) into the grave. Alone, mentally unstable, and surrounded by Roman politicians who wanted to use her mental weakness as an advantage to manipulate her governing, she spiraled out of control. The kingly morals she held dearly skewed into cowardice and malice, and when fingers were pointed she blamed an entire group of people and started a Christian holocaust! She didn't hide her humanity to be a king. She lost it completely.
She didn't die in affection like Arturia. She died in fear and loneliness.
For the real Nero that's what he deserved.
For Saber Extra Red, it was just the ultimate comeuppance for acts she never would've committed were it not for cruel manipulation and absolute insanity. She is the truest victim of circumstance.
Just my thoughts, though. Both great characters, but in the end I find Saber Extra Red more interesting all around. Plus, her backstory helps make the romance in the story feel more important to EXTRA than F/SN for me.
Anyway, just remember,
Saber and Saber can indeed coexist.
Just not under the same roof.
