Necrons are slow, mindless, and devoid of character so they probably won't make the cut.
Tyranids all follow a hive mentally so you can't really give them the freewill or independence necessary for them to be playable.
Tau, although they have potential, aren't as crucial a role as Eldar.
But they may lob Space Marines, Imperium, and maybe even the Inquisition all into one race; thus leaving a slot open for Tau.
So, you never know.
Well, Necrons have a degree of free will, but present only in Necron Lords..
Its to make them more of an efficient leaders and according to Necron Codex from 3rd or 4th edition i forgot which one, was person of great self willpower to keep a shred of themselves alive which is why they're far more customized than a standard necron unit.
As for Tyranids, there have been instances of Tyranid organisms operating with free will however animal behaviors and instincts takes precedence without the brain controlling the organism.
A cut off group of tyranids on has evolved , and bunch of them are found on death worlds, I'll refer to one well known death world, Catachan or was it Catahan?
As well for Individual units, there has been few units, like Old one Eye.
And, units like Lictors which operate independantly and ahead of swarm, finding good places for the brood to attack enmasse.
