After another re-read I believe his power is sight based with a verbal component. In this chapter he is clearly instructing her on what to do and how to act. I believe he obtained these powers just before the first chapter. Page 3 panel 1 of chapter 1 he says "Even idols will let a stranger feel them up." At first I thought this was a statement on the world, but now I can see he was testing how far the powers would go. Also of note he mentions knocking up each girl, but this is the only one conclusively pregnant. Finally I would like to hear what happened with the idol in chapter 1. She was on the cover of a magazine, spread open, with cum dripping out. His "common sense" got the magazine to print, but was there any fallout for her? Or does his "common sense" permeate reality?

It would've taken some time to produce the magazine cover at the
end of chapter 1, so the question is:
How long do the Scumbag MC's verbal commands & suggestions
remain in effect once his victims are free of his hypnotic aura?

I could imagine a situation where the editor or director says "This is fine" and people go with it because Boss says jump we say how high.
It could also be a situation where the suggestion lasts til complete. He says place this photo on the magazine cover and once it prints they snap out of it and wonder why they ruined their career. Another question is If it is like that, what happens after this girl gives birth? Also what happens when he says something they can't control. As I said multiple women have been told to become pregnant, but it isn't that easy. Do they stay in a heightened state until they actually become pregnant?

For the first time, the Scumbag MC encounters a girl who apparently
has some degree of natural resistance to his mind control---which is
a clever wrinkle (and possibly a bit of foreshadowing).
If I were writing this series, it would eventually end in a grimly satisfying
way, as the Scumbag MC is forced to jump in front of train-kun, after he
finally meets a girl who has the power to take control of his mind.

For the first time, the Scumbag MC encounters a girl who apparently

I contend that his power works primarily with eye contact. She didn't look into his face when he got on the train and when he was feeling up women and lining them up, his back was turned. When he asked how she felt, she gave a normal response until she heard his command. Then while having doggy style sex(facing away) she regains a bit of composure, but he pulls her leg up and makes eye contact. Finally after saying no to the creampie she turns her head (page 9 panel 2) and presumably makes eye contact again.

thing I do), so I reread the whole series, too (I have no life).
I conclude that the Scumbag MC projects a hypnotic aura, that the aura
has a fairly wide radius & that everyone within that radius automatically
becomes receptive to his verbal commands, and indifferent to anything
they see him doing, no matter how outrageous.
That explains why he's genuinely surprised when he realizes
one of the girls is only mildly affected by his aura.

making a fuss, or running away, so I guess it's working a little.")

However, that doesn't mean I entirely reject your own conclusion,
because I think the Scumbag MC probably maximizes the power
of his mind-control through eye contact, reinforced (if necessary)
with a constant stream of verbal commands and suggestions.
He clearly has to work harder in order to overcome Momoka's
natural resistance.

thus finally confirming our suspicions.

The mind-control trope is pretty corny, but Kakunini is doing
his best to offer us some interesting variations on the theme.
Like yourself, I also enjoy Karma Tatsuro's quirky, dream-like
tales, in which the characters take nudity & casual sex totally
for granted.
Probably, you also like "pornotopias," like Yamakumo's white-
hot doujin, Sex Makes a Hard Worker.
