Reason? Because the majority of the anime watching demographic are students, and schools are the most easiest place as a setting for a story.
I already heard that from you countless times on this site, sir. It would be nice if they make more shows where as the characters are in college (like in Genshiken) but, just what you said, the demographic for anime are students (high school) so, that's it.
It would be nice to break tradition and do something new and it's always a risk, but is it that they are just to scared to venture in new territories...?

Well, the real problem lies on the people generalizing things, when there are plenty of other animes that isn't based in a school. Sure the school animes are a lot, but that doesn't mean they're not making those "non-school animes".
And no one is forcing anyone to watch them all. If they got bored, they should just stop watching those kind of animes, suggesting the anime industry to change itself is a far cry.
In this season we got:
-Ozuma
-Fate/Zero
-Space Brothers
-Eureka Seven AO
-AK0048
-Shining Hearts
-etc
So someone saying something like "that" is just plain ignorance. It's their problem if they got bored with the school setting, not the anime.
Inb4 people complaining that "animes are boring and shitty" because they're all located in Japan/All the Characters looks like Japanese/ other dumb reasons.

Honestly, shitty is a very subjective matter.
What is a shitty anime to begin with?
Is it measured by the production cost,animation Quality, number of fans, ratings, budget, Characters, Soundtrack ?
It's not measurable, even though a majority dislikes a title, but there are a good number of people who liked that same title.
