The only thing that they would need to do to make a third season with Lelouch is to change their minds about him being dead (and take the shitstorm for trolling people). Lelouch is dead because they guy/s who made the series said so, not because of what happened in the anime.

If I recall, the writer for Code Grass never wanted R2 to play out the way it did. It makes me curious about what R2 could have been. If you want a big 'what if' try this on for size; "What if Lelouch had never been expelled from Britannia?".
