I think that making R2 was a bit of a stretch. R3, definitely no.
At least, if there is an R2, it'll be with a different set of characters.
If they do another Code Geass, I hope that the creators do the Mai Hime route of R2. However, this version could take place after the first season with a storyline that's different from the version that we got.
One thing is certain: They will be no continuation of Code Geass after R2. The death of Lelouch, and the last 13 episodes which lead to his demise, puts an end to Lelouch of the Rebellion. The moment when he went to the shrine to meet up with Suzaku, I knew that his life was over. The role of the Demon King takes a person to his death. There was no way around it.
So if we see Code Geass again, it would be an alternate universe version that takes place after season one. If that's the case, then R2 would be considered as non-canon. At least that is what I am hoping for because there is a lot of unresolved moments that the picture drama and sound drama can't cover. It's too bad that the potential revealation of Milly's love for Lelouch was dropped on the cutting room floor, as with everything else that was planned for R2.
