The master plan to make it seem like there is a master plan when there really isn’t master plan. That sure is a helluva plan that he needs to rid himself of his memories for it to work. Funny, did he also forget that every transaction he made can be monitored by these other players?

True. Still, how he was able to plan that far ahead and made †˜all that’ request on such short notice when he made it very clear near the end of the TV series that he just have †˜one’ more(last) favor to ask, which was likely that of concerning his memories – if he really did plan everything himself – is beyond me... NOT!
Here's where I'm basically coming from. His request to become Japan's king was a little irresponsible on his part. He simply chose to leave everything in Juiz's capable voice(hands) without any specifics on how it’d be carried out. Say, even if the intention was to keep the others guessing, if they do know what is to be found at the end of the rainbow, all they have to do is find the quickest path to get there first before he does. I just couldn't give him credit for that lousy excuse of a not very well thought of, aka nonexistent master plan.
So as he slipped his phone into Saki’s jacket, his becoming royalty was already set in motion and his transformation has since been going on, as we have seen throughout the first movie. Simply put, it's all Juiz on autopilot. Honestly, Juiz is like the unsung hero of this series.
Also, just to note that giving him a title as such was laughable in attempt to likely mislead the most gullible of viewers into thinking that he's already king, "Air King", when clearly he still isn't. As if becoming king is something that can be realized overnight. Seriously though, from shooting down missiles with his index finger alone -- Air King?
If there's any mystery to his reason(s) for getting rid of his memories a second time, my theories are that of mostly relating to his personality. For one, it's no secret that he's really into movies. To me, he's kinda like acting out a character in one of those films he admire. (Well yeah, maybe even Dumbo.) He is like the perfect actor in this movie he's directing himself, although quite unknowingly of course. That, or something relating to becoming a just ruler.
