On topic, there are a lot of anime characters that I can label as useless, but for some reasons, Orihime is the only one that I can remember; her screaming Ichigo's name again and again is very annoying; heck, she is not really helping in the actual story (as far as I can remember since I stopped reading it quite a long time ago). Shirou (FSN) at the first episodes/beginning of VN can be categorized as such, too.

When I think of the Most Useless/Helpless, I think of someone who ONLY gets in the way. My vote for the most useless/helpless goes to Sakura Haruno from Naruto. It can't possibly get anymore useless than her.
