For the most part subs will always be better. There are, however, a few occasions where the dub is as good as the sub is. I've never heard of a dub being better though.
Most people I know think The original FMA was better dubbed rather then subbed. I watched both, and the japanese VA for FMA made it hard to listen to. Mostly because Ed and Al sounded like 8 year old girls, and it had some bad VA in general. The english voices had some oddities (Mustang) but overall I felt it was superior to the japanese VA.
Of course FMA is more the exception rather than the rule.
And "closer to the source" translations don't always work out for the best either. Look at woolsley's original Final Fantasy VI translation, compared to the retranslation patch some fans did several years later. The retranslation went with a more "proper" translation, and imo, it didn't work out for the better. Playing it just felt...
off.
