Well there are some characters I would consider loli like Nowi from Fire Emblem who's like 200 or some shit but look 10 because magic, so people can act like covert pedophiles.

Ok let me clarify this. loli is a body type. Loli has nothing to do with age. you can be two hundred years old and still be a loli. The only thing that matters is that you look like a child
