Not the same thing. Microsoft is making it possible for developers to put out processing and rendering on Microsoft's servers, via the cloud. Meaning that it allows for the system to prioritize "important" or heavy rendering while pushing out less important parts onto the cloud server. This is probably one of the reasons to why, spec-wise, the X1 is pretty inferior to the PS4.
To put it simply. Microsoft will allow you to stream(it's not a stream, but the effect is fairly similar) your bought game while you at the same time play it from your machine in order to put less burden or your machine. And allow me to point out that this is a feature available for the developers, and that it isn't something that all games will do, nor will it be a requirement.
This is something that Sony isn't doing. Sony is allowing you to share 5-second shots instead of images. There's quite the difference.
To get your panties even more in a jiffy, this would
require your Xbox to be online while playing, obviously, and Microsoft said that they hope that developers will utilize this function.
