Freedom Faction RP
Setting: US, year 2017. Following the unanimous passage of the American Freedoms Act individual liberties are compromised for enhanced national security following a string of seemingly unconnected terrorist acts by an unknown organization. The legislation is a convoluted string of new laws which in essence establish a system of martial law. Opposition of the new laws were systematically and quietly silenced as anyone opposing the government mysteriously vanishes. Opening setting is the area immediately surrounding Washington DC. Play will take place along the Eastern Seaboard mostly in the cities of New York, Washington DC, Arlington Virginia and Tampa Florida.
NPCs: Jon Boyd, a novelist and the leader of the Freedoms Faction. A quiet man and former soldier Jon leads the group though a series of proxy channels and is almost never seen by anyone outside of the proxies. Forrest Browning: a drug dealer and black market vendor. Browning is a boisterous individual with a short temper and a .45 on him at all times. David Mason, a computer wizard shut-in with an eccentric nature and a slight case of paranoia. Michael Winchester, a red-neck who is the self-professed best friend of Jon. An extremely good shot and a card carrying member of the former NRA (which has been declared an illegal organization by Congressional ruling at this point). A tall lanky man with a sharp wit (contrary to most red-necks) and an over-abundance of sarcasm. "Murphy" Winchester, Michael's wife and a blunt yet shrewd woman who is only second in marksmanship to her husband. Michael "fat-man" Robinson, a heavy weapons enthusiast and mechanical genius (although he has no formal training and can't identify any part to save his life). Other NPCs will be introduced later throughout the story, however those are the plot essential NPCs.
Here are the completed and twice amended rules I came up with.
Rules:
Activity:
There will be a set limit/minimum of activity per day as decided by the availability of the players setting timeframes for each set of activity when players submit their courses of action (ie, once every 4 hours, shorter or longer) so no player is excluded.
Plausibility: players operate under an assumption of plausibility, if it can't happen in real life it will be ruled as an invalid action and will be disregard.
Capture/death: If a player is captured by authorities within the next 5 rounds of play they must either be rescued by the other players or submit an escape plan to me via pm. If it is ruled as valid the player can resume play once an opportunity to logically reencounter the group is established. Upon a player's death they are considered dead for the remainder of the RP and the slot is opened up for another player to join. Players in standby will be placed in order of requests via pm, first come, first serve. If a player in standby does not reply within 3 rounds of play they forfeit their slot and must resubmit to be considered for play again. The slot will be awarded to the next player in line if a slot is forfeited.
NPCs:
Killing plot valuable NPCs is not allowed, however nonessential NPCs are considered extendable.
Playing for other players:
Unless control of a character is relinquished to another player via pm other players cannot control characters they don't stake a claim in. Unless a timeframe is indicated in the message control is assumed indefinite until the player rejoins the RP.
Skipping rounds:
Although skipping rounds is permitted, skipping 5 consecutive rounds will be considered leaving the game and I will kill off your character.
This is all I see as necessary as far as gameplay rules are concerned.

Occupation before the faction: Researcher for a game developer
Weapon of choice: Desert Tactical Stealth Recon Scout "Covert" with Intergrated silencer, 7.62x51mm/.338 Lapua Magnum
Sidearm: Shangxi Type 17, .45 ACP
Typical clothing: Plain white T-shirt, Digital camouflage cargo pants and wears his old Chinese BDU top open and sleeves rolled up past the elbows. Rolls them back down when he finds it too cold. Has a bandolier slung over his left shoulder and a laptop bag slung over his right, under his BDU top
Appearance: Violet eyes, 5’2” with lightly tanned skin. Blackish brown hair which he ties back into a short queue that just passes his collar.
Role within the faction: Sniper, is an excellent marksman
Additional skills: Vast knowledge on military equipment, tactics, battles and forces. Trained in basic first aid. Former soldier.
Interesting fact: Keeps with him a laptop with internet access and GPS, obsessed with computers. His most prized firearm is his AKMS, in his own words, “It is perfection in its deadliest form.” Enjoys instant cup ramen and modern classical music
Bio: Born in China, Ling moved to the States at age 18 for a job at a small-time game development company. He was part of the research team and was hired because of his vast knowledge on military, be it equipment, vehicles, tactics or historic battles. While his real name is Ling, many of his co-workers have grown to call him Liam which they deemed was close enough to his real name.
Not much of a talker, he’ll rarely talk unless it is a subject he has knowledge of, if not, he’ll usually try to gain as much knowledge as possible from the conversation unless it is a subject he hates which he’ll completely ignore the conversation and any attempts to be brought into it. While he’s not usually a man of words, he takes orders quite well and will execute them without question unless it conflicts with his morals, ideals and/or orders of higher priority.
Ling has had a thirst for knowledge and an interest in military since he was a child. He was never really the active type, usually secluding himself in his room, browsing the internet from his outdated laptop with slow internet. Ling never went to school; he taught himself what he needed using knowledge from the internet and he was completely absorbed into his computer, researching almost everything that had anything to do with military even to the point where he researched political backgrounds behind certain military campaigns.
When he was 16, he served mandatory 2 years of military service which was a sweet and sour experience for him. He didn’t really do well in the physical part of it but when it came to weapons training and tactics, Ling was ace in those fields. All his instructors believed he would become an engineer but he left as soon as his mandatory service was over and got a job as part of a research team for a small time game developer in America.
Living in the States, Ling was an active member in the NRA and owned quite a collection of firearms. Many of them being Russian or Asian based. His most prized firearm was his AKMS, in his own words, “It is perfection in its deadliest form.”

Weapon of choice: FN P90 TR, with a carry sling and a suppressor.
Sidearm: FN Five-seven, 30-round extended magazine version.
Typical clothing: A long-sleeved, red shirt with a faded logo, grey-black trousers with a lot of pockets and pouches, and a pair of combat boots. Frequently seen with a pair of headphones and a Zune.
Appearance: Dark brown-green eyes, frame-less glasses, 5'6", pale skin. Always sports messy, straight black hair, trimmed fairly short.
Role within the faction: Assault role, urban CQC
Additional skills: Judo practitioner, speaks several languages.
Interesting fact: Calm and quiet when listening to music. Turns sardonic and cynical when others bother him. Loves chewing gum and eating mints, to the point where consumption is near-constant.
Bio: Born somewhere in East Asia, Darren was adopted by an Italian family, who later moved to the States. Attempts to locate a precise country of origin have failed, due to substandard practices at the orphanage (which is now defunct).
Darren is often sardonic and cynical, even to those he is closest with. When listening to music, he becomes quiet and reflective, causing all sarcasm and skepticism to seemingly disappear. He restocks on gum and mints almost religiously, consuming several on a daily basis.
Despite his personality, Darren enjoys tutoring students, to the extent that he got employed at a tutoring center. One of his younger students shortened his name to "Ren", and the nickname caught on. As a linguistics major with an obsession for languages, Darren has learnt half a dozen languages, and so far scraped a living by teaching exam prep courses like the SAT (while harboring a hatred of CollegeBoard and their exploitative ways). Darren enjoys practicing judo at a local center in his spare time.

Role within the faction: Field Medic
Additional skills: Vast knowledge on medicine, as well as Human anatomy. Has a wide range of information about alternative nursing and caregiving. Also, capable of some handful martial arts due to her training with her grandpa.
Interesting fact: Was trained to handle handguns by his dead father, which has been known as a marksman. Though, this skill has been unknown to everyone.
Bio: Born American, her family was a part of the faction but her parents was intentionally murdered in a bombing a years ago in Afghanistan. The tragedy lead her to join the faction as a medic, being recruited by Boyd, for she wanted to help those people to don’t lose another beloved one.
She was known to be sweet, charming and humble to the members, which is an advantage for her because people didn’t tend to keep an eye for her. She loved chatting with other medics, as well as to the members, for this is her way of gaining tactical information.
But despite of this seemingly good girl, lies a talented gunner yet to be revealed. Once, when training with his father, they made a practice of putting an apple in the head of each other in a long distance, making a difficulty. But despite of this, her talent on precise and accurate shooting prevailed.
She was trained by her mother in medicine. Her mom was a well-known surgeon before. The both of them worked a partner before, but her mother died in the bombing.

Bio: An introvert and a silent-type who rarely ever went outside, until the Passing. Rarely ever talks to anyone, and has few to no real friends, though he does speak when needed, especially during briefings. He really had no aim in life, and even in this new world, he barely did much. When first asked why he decided to join the resistance, his only reply was...
"Hm...the government made better targets in games anyway. Joining the resistance at least makes it justifiable in real life."

Interesting fact: Years before, she was condemned from the society she belongs due to the clan shes into. The Bracquet clan, which is known to be hostile and savage killers of the country. Due to this incident, she fled away and join the Faction
Bio: Sullen and Hostile, barely hard to make friends. Tends to build up wall between people so the no one can hurt her. Despite this boundary, she can’t manage to savagely kill a person, for she don’t wanted to be a “monster” she has been accused of.

I have to interject even if doing so makes me late for work. AK-47 is a shit rifle. The tolerances are looser than there college slut, the accuracy makes you seem as if you were blind anyway, the rifle is notorious for cutting up your hand every time you pull the charge and the 7.62mm is not an appropriate caliber for the rifle. Not to mention that the iron sights never adjust from battlefield which makes the weapon less operator friendly. Lastly the fully automatic firing mode wastes more bullets than enemies. You're better off with a Styr AUG, Barrett Rec-7, or other more modern assault rifles. The only reason the AK-47 lasted so long is it's durability in Justin environments, ease of maintenance and the face that a for can use it. From what I understand about your character you should be easily capable of maintaining a more precise weapon. Sure an AK-47 never jams but is your target is farther than 300 away good luck hitting it.

Well, I already changed my rifle to suit my role. While I don't agree with what you say about the rifle, that is your opinion and I will respect them as I would respect with any other person.
If that's what you want then it's fine by me, I just wanted to weigh in on the AK.

Not wanting to sound bossy or anything, but if this is your first time, it'd be better if you picked a role that doesn't have much responsibility. Especially if you're going to be a Captain working in the HQ, you'll have to keep in contact with the GM in order to know what is meant to happen and then have your character give out those orders to the other characters and such. I think that is too much a work load for your first RP.

I have to interject even if doing so makes me late for work. AK-47 is a shit rifle. The tolerances are looser than there college slut, the accuracy makes you seem as if you were blind anyway, the rifle is notorious for cutting up your hand every time you pull the charge and the 7.62mm is not an appropriate caliber for the rifle. Not to mention that the iron sights never adjust from battlefield which makes the weapon less operator friendly. Lastly the fully automatic firing mode wastes more bullets than enemies. You're better off with a Styr AUG, Barrett Rec-7, or other more modern assault rifles. The only reason the AK-47 lasted so long is it's durability in Justin environments, ease of maintenance and the face that a for can use it. From what I understand about your character you should be easily capable of maintaining a more precise weapon. Sure an AK-47 never jams but is your target is farther than 300 away good luck hitting it.

Yet, was soon fired and arrested due being suspected in killing a CEO of the company. After being cleared, he went and took a part-time job as a chemistry teacher and made a name at the school as "the mad scientist". Joined the Freedom Faction to make use of his biochemical expertise.
Personality: Is random and like to talk a lot about random facts and such. Also loves to destroy things and kill people through his biochemical weaponry. Has a terribly unusual sense of "justice" and loves to lie a lot through his blabbing. he rarely tells the truth, so keeping secrets to him is an ok thing.
