Having confidence and being proactive in everything you do solves about 75% of life's problems. The rest is just opportunity, planning, ability, and chance.
If you're not risking a friendship then just take a shot. Preamble it a bit and try and shoot the breeze a bit since walking up to someone and asking "Want to be my human toilet?" will result in failure about 99% of the time.

i sugest that you become friends with her first. doesnt have to be long. just a week or so and as long as shes comfy with ya then go ahead. best not to wait to long though. now be honest and forward. dont beat around the bush and be yourself. dont lie. be honest about your feelings and i sugest voicing them the moment your sure of them. for me ive had 2 girlfriends. the first was more a learning experience for both of us but now shes one of my closest friends, still care for her. the other one had alot of issues and broke up with me, now shes sorted some of those issues out and we are back together again. but during the time we were apart we were as close as close can be and not be a couple. note as well this broken up period was at a distance. 3 hour drive distance. now its also true i never asked either of them out. things just sorta went and became more BF/GF after i confessed feelings of some sort. so although i cant give advice on what you specifically asked for the advice should still apply.
