Perhaps in your opinion. However, you cannot assume power in a world primarily populated by moral people with overt acts of blatant savagery. Perhaps after you've gained power, and it's been established there is nothing that can be done, but if you just start off with it, you'll just end up being overthrown. For example, say you suceed in taking over the world. You've burned, raped, and pillaged. Now your problem is another motherfucker, just as evil as you are is manipulating the people, and turning them against you. This individual now has an army with nothing to lose to use against you, not to mention many willing assassins. So you end up dead, and this individual takes over where you left off. Giving the people illusions of freedom, while nothing has changed. A truly evil individual will have the world on their knees, before they even realize they're groveling at his feet.
